Taking His Time

Hi Everyone/Anyone ,

I am in a game right now and it is more than finished but it won't end. My opponent has left me with one territory and I have no chance in hell for any kind of comeback. It is a fog game so I have no idea what he is doing with his turns but I imagine he is trying to take over the whole map before he finally takes out my last territory. Either that or he is trying to make some massive stack somewhere just to look at or take a screenie maybe? My question is whether or not this is some kind of offense or violation to the rules because he is really wasting my time. He could have ended the game several turns ago but every how ever many hours or so I look and its still going! I deploy my 3 troops and end my turn as fast as I can hoping he will finally be done doing whatever it is he is doing. I tried getting his attention on his wall to no avail. Help me someone?

Obviously any gross abuse of the game is forbidden. This includes but is not limited to: throwing games or deliberately benefiting from thrown games, intentional deadbeating, holding players hostage, serial teammate killing, hijacking accounts, systematically "farming" new recruits.
