No... it's a proposal to see if there is any specific interest in this particular idea. Basically, I'm trying to vet whether or not people think this concept will work for a game, since I'm substantially changing the voting rules.
As for when it runs - I will run it as soon as I get more than 20 active people expressing interest. Whenever that may be. It will probably be after this current round of games ends. That said, the idea of "current round of games" is a fiction; at least in the short time I've been here, there has not been a gap between games; there's always been a surfeit.
