I know they may have not planned that the game would be more than 15 rounds but I don't want to have to force them to stay in it if there only choice is deadbeating. Is there any way that instead of deadbeating if these players want out they can quit and have their troops go neutral.

This is the result of the last time I did so Game 7666636. As you can see we are getting nowhere fast. 60 rounds into he game we've got 7/8 players left, and would have 8/8 unless ES hadn't gone out of town for work and deadbeated.
