the IIIs stand for marraige, but what do the Is and the VIIIs stand for?

how many armies you get by holding the bonus group. The III means 3 bonus armies for that family, not that they are married.

As JakeWilliams pointed out, they represent the number of troops you get for holding the family group. I don't think the map has any bonuses worth more than 8, but I'll post this image here because I think you'll find it interesting:

here is the link to the xml, examine this and it will tell you what family group gets what bonus.
if you read the legend, also you'll see that the orange bar plus the orange cirle means a marriage, and that all the orange links from that symbol are the children of that marriage union, so that is what you get the bonus for, for having the entire family group of that particular union. some families as you can see have no children.
Agrippina and Germanicus had six children so their family group is worth 8.
