can't cash set in nuclear spoils, normal or bug?

I play a set (mixed) in game Game 7602546 , and I couldn't get the reinforcements, only 3 armies, it's normal or I have to report a bug?

You're playing with Nuclear spoils. You don't get extra armies for a set, but rather you "nuke" the three regions represented on the cards, reducing each of them to a single neutral army. For more information on how the various settings work, see the Instructions tab.

that is normal
the only buggy part is that you get a button that declares the end of your deployment even when you were given no troops to deploy. I suggest creating a suggestion page to get that removed. after using the the cards you should just continue playing...
