I can see how C would be better for some of the maps with really large bonuses, where precision is less important (who cares if you accidentally drop 399 somewhere instead of 400), but it would be a nightmare for "normal" maps, where you need 1 army here, 2 armies there, 4 more over there, etc. It would be especially painful for speed games on those maps.
The text box in C makes up somewhat for the imprecision of the slider, but you have to switch back and forth between mouse/keyboard to use it, which is awkward and annoying because every other action requires mouse only. Listbox is only two clicks if you're getting less than 15-20 armies; can't do much better than that. And even if you're getting a large amount, scrolling the listbox is only slightly more annoying than dragging the slider.
Listbox and slider might be the best of both worlds. Or maybe even combobox + slider.

Unless you move it slowly it will always loose focus. Or it needs some extra wrap space where it will not loose focus.
