I've nuked myself out of a game before, it's really annoying building up sets getting ready to nuke your opponents, but if you don't have a set by 4 cards, the 5th card could be your own region where you've built up troops...very annoying.

there was also a game where someone nuked themselves out of a Term game (was only on one territory) and didn't lose any points...

this is in fact not true.
you will loose the points at the end of the game, much like a deadbeat.
