clan directors I think are the most prominent ones.

or global moderators, though im not too sure on that one...

all mods can sticky things (except chatters), but only in the forums they have powers in. So Global mods can do it anywhere, clan directors can sticky in clans or callouts, discussions can sticky in announcements or newsletter, etc. Next to each forum name (on the main page of the forum) it says which mods have powers there
