He means one of the optional rules in some versions of the board game where when attacking you choose how many dice you wish to roll (1 2 or 3) and if you conquer the territory you are required to advance at least as many units as you used dice. Under this system, if you used all three attacker dice to conquer a territory, you would automatically advance three units instead of the current standard of one. This wouldn't actually be a reinforcement option, but rather a new category of game option.
To the original poster, I bet this has been suggested before. Next time when making a suggestion please search first to see that someone has already suggested it and then post in that thread if you really need to post at all. Also, if after searching you somehow found that something has never been suggested before, make sure to use the form when making new suggestion threads.
As for the idea itself. I doubt this idea will be implemented. This idea seems like it would take some significant time and effort to code, although it would most likely at least be possible to do. I doubt lackattack et al. would bother with such for a game option that many people would likely find too annoying to play, due to the extra step required every time you wanted to make a new attack.
Additionally, the entire point of this idea, forcing people to advance three units if they use three dice, could be avoided if people were to first attack a territory with three dice until it was weakened and then stop attacking it, attack something else, and then come back and conquer the territory's last 1 or 2 units with one die.
