not attacking for many turns in a row gives a penalty
I am now, and have been in the past in several games where many, if not all players only deploy and don't make any moves. Most often because the one who makes the first first move, weakens himself so much he can't win anymore. This can lead to games taking many months to finish.
The suggestion is to implement a penalty where if a player takes too many turns in a row (say 5) without doing any attack he wil suffer a loss of 1 army in the next deployment, with each next turn without attack resulting in 1 extra loss, to a total of zero remaining armies. Doing an attack will reset the count completely.
This will improve the following aspects of the site:
Less too long lasting building games.
