Remove min. time bt/w posts

Concise description:
  • remove the minimum time between posts

Specifics:
  • There is currently a min time between posts, and as i am a tabber, i go between tabs and sometimes forget to hit post b4 i change, when i go back, i have to wait b4 posting

This will improve the following aspects of the site:
  • would make the site faster
  • smoother
  • easier
  • less annoying

the downside to this is it would open the site up to flood scripts... and that's something nobody wants

When administrating tourneys I often got cained by this - when you're sending the same info - but slightly different...
