why can't i turn in a book mid-turn when i eliminate someone

I've searched the forums but haven't found an answer...

Since I started playing, I've eliminated maybe 10 players. Sometimes the cards I acquire as a result form a book when combined with my own.

But I'm only given the option to turn a book in mid-turn about half the time, even if I clearly have a book.

Any ideas why?

You need to have over 5 cards.

How did my opponent cash in a set of cards in the middle of his turn?
If by eliminating someone you have five or more cards you are then forced to turn at least one set in but you can turn in as many sets as you have available.
