Though, the actress pictured resembles Melissa Joan Hart +~40lbs. Maybe it is her, who knows. Haven't seen her since Sabrina and Clarissa.

Correct. There are some very nice touches in it that sets it apart from the typical big budget "Hollywood" sci-fis, but I much prefer Twelve monkeys as a pure time travel movie.
