you may be thinking of the 'Baseball Furies' in Warriors; they have similar make-up but carry a baseball bat and wear a baseball hat, instead of a cane and tophat.

The film is from a similar era .. and vaguely similar subject .. heh even a similar title!
It was probably a low budget rip-off to be honest!

It was brilliant when it came out in 1983 i think .. but i saw it when it was officially video released i saw it again it had lost it's rugged charm.
