it tends to get a blown up reputation because California is such a large state (6th largest economy in the world, at one point, if not still)
there are other renowned public universities in the nation, i just don't know of any.

i'm reasonably certain he means the first one. usually in the USA, when people refer to Berkeley, they mean the U of C branch in Berkeley.
it's like the Penn State school system. they have a bunch of campuses, but the one in State College is the best in the system.

He's from England. They call private schools "public". But, the real truth is that Oxford, Harvard, Berkeley, Stanford, Yale, etc, etc. are all very, very good universities. Which is best for you is more a matter of culture, what individual professors you like, etc.
Also, in particular fields, other schools often out-rank these "toppers". I don't think Berkeley even has a forestry department .. or one in Ichthyology, for example...but ARE fantastastic for "herps" (frogs, salamanders, etc.).
