Dude, he's a
documentarian. It's his job to
document problems, not to correct them. Does Ken Burns talk about ways to solve the Civil War? No, he tells us stuff we might not know otherwise, and piques our interest. Actually, I feel he presents arguments, and lets you think of solutions, as opposed to telling you what to think. Nothing wrong with a little faith in the viewer's intelligence, right?
