There have been times' I'll admit, were I've thought a theft should be publically flogged.

Are you kidding me? What kind of theft are you talking about here? Stealing from a chain supermarket or stealing something from someone's house?

does it matter? sometimes physical punishment is the only way to go. that, i believe, is one of those times. in the case of these kids i would say at least 10 years in prison and then regular psychiatric treatment. probably not the best way, but i think it's one of the most effective ways.
