So, 33 would be the most that anyone could ever have in an 8-player game where the first player had 4 cards at the beginning of their turn, eliminated someone with 5 cards and let time expire, then each of the other 6 players all had 4 cards and did the same thing in turn, leaving the final player with 33 cards and no chance to cash them in, since everyone else is dead. Of course, this could never actually happen, so it's purely academic.
