Saving Forests From Rain

All you need is the right to arm some bears... If you follow this plan, the bears can run the forest, set-up camp and slowly become educated to the same level of humans. Once this is achieved they build a massive cover, covering the entire forest, hence protecting the forest from rain. Of course, forests need rain to survive so this plan is actually flawed from the outset.
