newb is a new guy who just quite doesn't understand the rules yet.

A noob is a person who has been on a site for a long time and might even understand the rules slightly but is really annoying.

A n00b is a really big noob.

I think n00b is just the same thing as noob, but it just depends on how 1337 the site he is a noob on is :lol:

oh and anyone who uses the word "newbie" is a noob :wink:
