I think that only refers to a group of Navy warships...but it could be a bunch of helicopters...

Googling " a * of helicopters" turned up on the first page:

a fleet x3
a squadron x3
a convoy x1

Fleet generates 15,000 results
And squadron 500, but that isn't appropriate anyway.

So if the mass of men are to be trusted... it's fleet.
