most spider have 8 eyes... it's mostly irrelevant to the thesis though, consensus estimates state 70-80% of life on earth is underwater, and fish don't have legs.

Insect
It hardly comes as a surprise that ants are the most numerous insect in the world. These colonial hymenopterans may number from 10-100,000 trillion individuals globally; there are more than 10,000 species. The springtails, or Collembola, used to hold the title, but they are no longer officially insects, but rather part of a larger subphylum that includes insects and several related creatures. Though a few species are considered pests, ants are hugely benefical in most environments, spreading seeds and disposing of detritus as they forage for food.
Ants have 6 legs and 2 eyes.

According to The National Geographic Society and The Royal Entomological Society...There are 1.4 billion bugs per person on the earth.
Thassa crapload of LEGS.
Never seen any estimate of number of sea critters....

Yeah, I'll agree with legs.
Very few creatures have more than six eyes and many have only two, whereas insects have six legs, arachnids have eight, most sea crustaceans have 10, and there a many worms with dozens of legs.
Now with insects no one knows how many insects but… ants alone are at least 10 Trillion…. when count other insects then insects are so numerous as to make the other animal families irrelevant in arguing this case.
Amphibians, birds, mammals, and “other” are all also so small in number (relative to insects) as to not really impact the answer. This hurts my case as amphibians, birds, and mammals would have way more legs than eyes.
So really we just need to decided if insects have more legs or eyes.

A fly has two compound eyes and each eye is made up between 3,000 and 6,000 simple eyes. These eyes create small pictures that allow the fly to see movements from the left, right, front and above. Flies do not see in one solid view or focus on a particular object like humans do.

Monarch butterfly's have 12,000 eyes... but i think they are almost extinct so idk

You’ll have to define what “lots of eyes” means. You can’t claim a fly with two eyes has “lots of eyes” because they can see better.
I submit that for an eye to be an “eye” it must be a singular organ that is physically separate from other “eyes”. So, as described by your post, a “fly has 2 eyes”. The “simple eyes” that are subsets of the main eyes are not distinct organs.
