They're still illegal at least mostly (I didn't go through the whole list). It's just that the severity of the offense has been downgraded, so that perpetrators can be fined rather than getting a criminal record. I believe the idea is so that better use can be made of police time.
Whether this is a good idea I don't know - I haven't listened to the arguments for either side.
