The “structural racism” you’re complaining about in the OP is completely different than the “structural racism” you’re saying exists in the judicial and welfare and foreign policy systems.
In fact the “racism” the article talks about is Affirmative Action policy and is/was designed to redress the racism you’re complaining about now. You realize you can’t do have it both ways right? You can’t ‘100% equal access’ if you don’t somehow weight the system. In time the educational and economic differences in the classes may subside, but you can’t get there overnight and without breaking a few eggs.
... it’s very easy for China to have no racism when everyone is Chinese. Forget the fact that they push various ethnic and religion minorities to the fridges of their society as part of the policy of the system.
