1. The ventilators to NYC were privately donated by Joseph Tsai not the PRC government - while Tsai is chairman of of a PRC-based company (Alibaba), he is a citizen of Taiwan and permanent legal resident of the United States (he attended high school in Massachusetts, university in Connecticut, and currently lives in California)

2. Oregon also donated ventilators to New York ... the ventilators Oregon donated were the portion it had previously been allocated by President Trump from the Strategic National Stockpile (in other words, this was a political move by the Governor of Oregon --- demand ventilators from the US government thereby denying NY those ventilators, then turn around and give those same ventilators to New York to score some positive PR with no actual cost or sacrifice to Oregon)

3. The Trump Administration donated 36,000 pounds of medical equipment to the PRC in January, which has never been paid back

Nothing here contradicts my fact check.

The PRC "facilitated" (i.e. signed the export authorization for some cheap China crap they manufactured) while all actual costs and efforts were incurred by Taiwan citizen and U.S. resident (and owner of the New York Nets) Joe Tsai, a personal friend of President Trump.

Vice President Pence said Tuesday the federal government sent 2,000 ventilators from the national stockpile to the state of New York, which has become the epicenter of coronavirus in the U.S., and vowed to send 2,000 more on Wednesday.

“I just received word, and the challenge the state of New York faces. Earlier today, FEMA [the Federal Emergency Management Agency], from the national stockpile, shipped 2,000 ventilators to the state of New York,” Pence said during Fox News’ virtual coronavirus town hall Tuesday.
