Accelerate immigration policy for human wellfare

I believe Mexican states should be slowly turned into American territories in an attempt accelerate the immigration process and culture integration.
This would ease human suffering and improve ties between the American people and those of the Latin American countries
Thoughts?

Mexicans would be opposed to this because it would impact their ‘identity’.
Americans would be opposed to this for other reasons... some racist, some economic.
... another dumb idea.

What is our immigration policy for 2020?
Mexicans would benefit from education and basic needs like food, we would benefit from real estate development, improving relationships with our neighbor, baseball and spot prospects, and a better system for figuring out which Mexicans we wish to have within our borders
It would be a tiered system toward citizenship
If you advance to the US territory, you are required to learn English and have a certain education level. Maybe a military requirement of an all Mexican force as a buffer to Latin America
We could ship immigrants in poor standing to this territory as a tune up.
