Now you are going to have to give these bastards money to read the article. (This is a sure sign of a globalist bastard. Real news people give real news for FREE. You won't see Reuters behind a paywall.) So I'll quote from my hard copy.

"The main facts are not in dispute. Mr. Trump ordered $391m of military aid to be temporarily withheld from Ukraine which is fighting a Russian-backed uprising."

Notice the wonderful attempt at framing. Of all the history of Ukraine military aid the only context with this sentence is the link to "Russia" (the original bogyman after Clinton lost the election which led to the infamous "pee" document that allowed for unprecedented FISA warrant abuse). Notice that the reason why the aid was held up, that context was never mentioned.

THE HILL 9/24/19 "President Trump on Tuesday confirmed that he withheld funds from Ukraine amid growing furor over his interactions with the country, arguing he did so because he wanted European nations to contribute more to the cause."

The article from The Communist Economist (there, I did it again) goes down hill from there. Democrats, the ones who have thrown every tradition of impeachment and due process aside to produce a mockery of sham hearings where the leaker (he hardly qualifies for a whistle blower) are always on the side of right and the Republicans ... well let me quote again. "The Democrats are right. The Republican refusal to take any allegations against Mr. Trump has been contemptible."

I'll tell you what's contemptible. An attempt since even before Trump took the oath of office to find any excuse to impeach him and reverse the 2016 election. This isn't new and not unique to the United States. They are trying to throw the Prime Minster of Israel through the courts. They are just starting to do the same thing they did in the United States to the winner of the recent elections in Great Britain. Democracy, as we are learning among the elites, only counts when it supports the positions of the elites (otherwise the United Kingdom would have left the EU years ago). Slimy rags like this only supply misleading news to "useful idiots."

"Democracy" (also known as two wolves and a lamb having a discussion on what should be on the dinner menu) is an infection that can, if unchecked, sicken most governments. Unfortunately, the democratic movement in the 20th century tended to be contagious as well. (The US fought the "Great War" to make the world "safe" for democracy. The second world war was fought by evil democratically elected nations.) To this end, if you can manipulate a majority to support your position, you can use it as an excuse to impose your will. The U.S. founding fathers were always nervous of "democracy" because it was too easy for the majority to oppress the rights of the minority.

There has only been 3 congresses with full Republican control and 17 with full Democrat control. That doesn't include the outsiders who were Democratic presidents, including Kennedy and Carter.
