the White House has no control over the demographic and technological forces that influence the economy.

Well they don't have total control, but they obviously have some control. The Prez can open/close the borders, a lot of tech innovation in the States has actually been stimulated by spillover from military and CIA R&D programs, etc. The White House/Congress/Government/whatever can influence both of those.

Although obviously no one, even the President, is bigger than the system, as seen by Obama's pathetic attempts to introduce stricter gun controls.

Presidents have the power to increase their bank account balance while they are in power.
