Err lets see, you want to make a "Flash" game. I think the clue maybe in the title there gimil. No it is not free, but you can get a 90 day trial, or at least you always used to be able to, which should be just about long enough for you to tear your hair out realising that the learning curve is way steeper than you ever expected and give up without wasting your money on a licensed version... good luck all the same!
EDIT: I realise that perhaps I should at least give you a link to the software rather than be a complete arse so here you go - http://www.adobe.com/products/flash/ - but seriously its not very easy, especially if you dont have any programming experience.
