Racial equality

If a black American policeman pulls over a black motorist and beats him up for not being polite enough, is this:
- a triumph of racial equality (black people also able to conduct policy brutality);
- a failure of racial equality (black people still subjected to police brutality); or
- a post-neo racial actualization of the way in which minority groups have been pitted against each other to enable the white man to stay in charge?
