Even the President of Europe thinks its government is a flop:

Juncker: 'The European Parliament is ridiculous'

European Commission President Jean-Claude Juncker angrily rebuked members of the European Parliament for failing to attend a session reviewing the six-month presidency of Malta, the bloc's smallest member state.

Apparently Mr.Swdk can't differentiate between government and parliament.

Sticking your fingers in your ears isn't compulsory you know. The first step to finding a solution would be to acknowledge that the European government is now so pathetic it is being publicly chastised by its own President.
