I have met people from or visiting South America who have been on scene or robbed by someone with a gun. While I have only heard and read about it happening in the United States of America and parts of Central America.

America is more than one land mass, given that it includes the Caribbean islands.

The thief was probably a minor. Gangs over there deliberately use minors because Brazilian laws are extremely lenient on criminals under 18.
If children think there's no consequence, this is the proof to the contrary; cops and paramedics would rather see them dead for all the damage they do it seems.

Murder is now the most common cause of death among Brazilian youth. Forty percent of all murder victims are between 15 and 25 years old.
