Just something I've been thinking about. How come flaming in a thread which isn't in the Flame Wars forum will get it locked, not moved, when a topic which isn't flaming which is in Flame Wars will just get moved?

Depends on the situation. For example, if someone, or a group of someones, is hijacking a thread to flame, in hopes of getting it moved, that won't happen, and the users will be warned.
