The boy's human rights are clearly being contravened. He needs a holiday and plenty of therapy, not jail. What sort of world do we live in?

A 16 year old is perfectly capable of making a rational decision. Obviously there is more to this story than is in the news, considering the fact that the article is only 13 lines long.

There's no human rights issue here. It's clean-cut, solicitation of murder. He can't be questioned because they need a parent's permission. Unfortunately, one parent is dead and the other is a witness. If the questioned him without permission, then you could make a case for violated rights.

Unbelievable all right.

Doesn't say if the other person accepted the job. The father was obviously not killed. Who knows what "attempted hit" means. The mother was witness to the son's offer? Sounds like she turned him in.

Even if the man was shot at, this is not an uncommon occurrence in Shreveport, Louisiana, one of the most violent cities in the US.
