When approaching this question, I took into account the means that this empire had at the time, the good that they brought to the whole of the empire, and the time that the empire lasted for.
There is no doubt that the Brits has the largest single empire ever known. But this was post-industrial age, we had a massive advantage over the area's that we occupied. Some may also argue that we pillaged some area's, such as india, and only left them with cricket, Some may argue that we nurtured some area's.
The mongols, for their time and technology had a wide and vast empire, there are dfinite fragments, and mongol-mixed ethnicity in the wide area that they controlled, even today. But the empire itself began to collapse after around 90 years.
The romans are my personal favourite.
You've got to put the time into perspective, this began over 2 thousand years ago, and it happened in an area of extremes. The number of large ferocious tribes that they had to conquer, and did so quite effectively (after a few brutal maulings by the germanic people). Not only did they conquer, but they brought with them culture, technology and organisation.
The volataile area's that they conquered, soon began to become 'classicised', and order was brought with them.
In a way, being of germanic descent, I despise the romans interlusion of the germanic people, but they were way ahead of their time, and brought with them many positive aspects.
