In this case yes... what with them being the people with the power to actually put it into place. If officials were openly confirming this, then it wouldn't be implausible. I'd agree if you amended that to say "it's not speculative to say that people have considered and debated the merits of introducing them". But it is definitly true that war is an option on the table.
