The problem you face isn't that your manager isn't as smart as you. It's that his/her job is to manage a team of people. One of whom thinks they're too awesome for management and likes to diagnose people with learning disorders when things don't quite go their own way.
Do you really think you could do a better job?
I did the best I could while trying to manage my manager
He's incompetent and I believe I helped him in the long run

Now, one has to consider many factors instead of this one idea. For instance, how did he get to his position.
While I won't go into specifics here's a few utterances for you; he was: right place right time, in the land of the headless he was the blind man, and he does low intelligence busy work due to his ADHD. I suspect he has daddy issues as he seeks approval and attention by corporate through supplying a large volume of work which inevitably has many errors (seeks negative attention) only to enjoy "calling himself out" to get off by atoning by owning the mistakes to an uncomfortable nth degree. He gets of on this form of masochism/attention seeking behavior
