Because it's way too abusable in Melee. If no one's paying attention to you, you can add 30 or more damage in a few seconds. (Of course, I abuse it as much as anyone else. )

Not really... he doesn't fall as fast as he used to, which could be an insta-death for any Fox that went off the edge and didn't notice (hey, it can happen). He was so good compared to anyone else in Melee, now that they've nerfed him he's only a tiny bit better. (Although the characters are more balanced overall like in the original now.)

I believe you're right. I haven't actually played many people who used shine, which leads me to believe they didn't know how to play Fox.
