The Foots were basically the stock ninja that get their asses kicked in between important battles. The power putties at least had some unique characteristics. Plus, look at the battles in the power rangers. They got punched so hard sparks would fly everywhere! And after rolling around for 5-10 seconds they'd be ok! I mean damn.
