The video of this crime is horrific and this seems to be a random attack by a career criminal who should NOT be on the streets:

A video released on Friday by the Charlotte Area Transit System shows Ms Zarutska seated on a train when she is stabbed from behind several times in what appears to be a random attack.
The suspect, 34-year-old Decarlos Brown Jr, is charged with first-degree murder. The graphic video has circulated on social media, attracting the attention of influencers, commentators and politicians.

Republicans and right-wing commentators have raised questions about the role of the judicial system in the incident, including why Brown was free despite reportedly having an extensive criminal record.
He was convicted of armed robbery, felony larceny and break and enter, according to records obtained by CNN, and spent eight years in jail for robbery with a dangerous weapon. He also suffers from mental health issues and is homeless, according to media reports.
In her statement, Mayor Lyles said that a solution is needed "to address repeated offenders who do not face consequences for their actions and those who cannot get treatment for their mental illness and are allowed to be on the streets".

Auburn professor stabbed to death while walking her dog in Alabama park; man charged with murder
A retired professor at Auburn University was stabbed to death over the weekend in a park near the Alabama college campus, according to Auburn Police and the university. A man has been arrested and charged in her murder.
Julie Gard Schnuelle, 59, was attacked Saturday morning in Auburn's Kiesel Park, which the city says is a large green space with a walking trail that stretches for just over two miles. She had gone to the park to walk her dog, which was later found unharmed, CBS News affiliate WRBL reported.
"College of Veterinary Medicine Professor Emerita Julie Gard Schnuelle, DVM, Ph.D., was killed Saturday, Sept. 6, in Kiesel Park in Auburn, Alabama.

Schnuelle had suffered injuries that indicated "the death was caused by an assault," Auburn Police said, and the county coroner told WRBL that evidence was consistent with trauma sustained from a sharp object, potentially a knife, according to the station. The coroner said the body would undergo a full autopsy exam, WRBL reported.
Auburn Police arrested Montgomery resident Harold Rashad Dabney, 28, in connection with the fatal stabbing on Sunday, the department said. He was charged with two counts of capital murder, including one for kidnapping and another for robbery, as he allegedly stole Schnuelle's Ford F-150 truck, which was parked in the area, to leave the scene after the attack, according to police.

At least seven people have been killed and 12 others have been wounded in weekend shootings across Chicago.
The ages of the victims range from 15 to 57.
Here are two of many incidents in this report:
At 3:46 a.m., in the 5500 block of West Thomas Street, police officers responded to a call of a burglary in progress involving a vehicle. Three suspects got into a sedan and fled south on Waller Avenue before intentionally crashing into two marked CPD squad cars near Waller and Chicago Avenue. One officer was pinned inside their vehicle and opened fire, shooting one of the suspects, who was taken to Stroger Hospital, where they were pronounced dead. One other suspect was arrested at the scene, but a third suspect escaped. Police recovered a gun that the third suspect discarded at the scene.

At 11:05 p.m., police were called to the Shell gas station at 45 N. Western Ave. to find a 21-year-old man with a gunshot wound to the head. A witness said two people exited a black sedan, shot the victim, got back in the car, and left. The victim was pronounced dead at the scene.
