Texas is currently the second most populous state with its population increasing, while California is the most populous state with its population declining. At present, California receives 14 more seats in the House of Representatives than Texas. The next reapportionment is just 7 years away, so if Texans start aggressively breeding ASAP, this gap could be partially bridged.
