Incorrect. The U.S. bought Iran a new plane (well it was a used plane, but a replacement one at least). The U.S. also paid $300,000 to the family of every Iranian aboard the aircraft, which is what the Federal Office of the Chief Actuary had appraised the value of an Iranian. And, President Reagan issued "deep regret" which is one level below apology.
