The Flemish nationalist parties constantly mention how they want a piece of Brussels, but I expect they're just using it as a bargaining chip. At the last constitutional reform the Flemish people in Brussels were abandoned so we could forbid the official use of the French language in certain municipalities around Brussels.
Also, the majority of ordinary Flemings don't give a rat's ass about Brussels.
