Actually it's not. A modern hunting crossbow is a very nasty weapon. Modern crossbows have scopes and combined with their relatively flat trajectory (as opposed to a classical composite bow) they can easily be used much like a rifle. Of course you can't get semiautomatic or automatic weapon fire but it's still a very nasty modern weapon.

Maybe in some places. Laws vary. But here in Ontario where I live, they're not only legal, but you don't even need a permit.

They were a restricted weapon in Canada in the 1900s. Not sure when they changed that but they did.

Except, I believe, hand (pistol) crossbows. Skallagrim mentioned that in his latest YouTuvbe video.

In Canada, it is legal to own a crossbow and has a similar designation as an airgun. Weapons of a projectile velocity under 500 FPS may be owned by any person 18 years of age or older. No licence is required to purchase a crossbow. Though older PAL cards say that one is allowed to acquire one, the laws designating them as firearms were struck down before they could be implemented. Crossbows designed to be fired with one hand and crossbows measuring less than 500 mm in length are prohibited.
