"This is way more fun than milking," one employee can be heard saying during one violent incident.

This is the exception, not the norm in Canada. Has there ever been a case of animal cruelty and successful conviction in China?

China is in as much shit as the west in that regard, with the difference that China also adds dogs to their list of cattle and that in the west it only happens behind close doors rather than in public.

Sadly, the cruelty is an inherent part of the dog meat trade: there's a traditional belief that the meat tastes better if the animal suffers as it dies, with adrenaline coursing through the body.

Some circus animals mistreated in China:

According to a report by PETA detailing the findings, days-old tiger cubs are separated from their mothers, monkeys demonstrate self-destructive behaviors such as chewing on their arms, and baby bears are chained by their necks to a wall, unable to sit for hours, to train them to walk on their hind legs. The report that PETA wrote also documented that the animals lacked sufficient food, water, and veterinary care.

Animal abuse unfortunately happens almost everywhere(China as well) with very few exceptions. Countries should take example of places like Germany and Switzerland, who added animal rights to their constitution.
