According to the United Nations website, Agenda 21 is a comprehensive plan of action to be take globally, nationally and locally by organizations of the United Nations system. Governments and Major Groups in every area in which human impacts on the enviroment.

And again, on their website they explain that Agenda 21 will require a substantial flow from new and additional financial resources to developing countries in order to cover the incremental cost for the actions they have to deal with global enviromental problems and to accelerate sustainable development.

Sustainable Development: "Development that meets the needs of the present without compromising the ability of future generations to meet their own needs."
So basically they are saying that it doesn't matter what the individual wants to do as long as its good for the collective.
