That is only the case if there is generally protected speech written in the law and the government ignores it and arrests someone who engaged in protected speech. But in reality speech like that is explicitly criminalized by law. So they are still following the rule of law.

Right. People getting arrested for spreading malicious rumors, when doing so is explicitly forbidden by law, is actually an example of China being a society ruled by law. People like rishaed miss that because they seem to think that every country in the world has the same laws that the US does.
