I have met people from or visiting South America who have been on scene or robbed by someone with a gun. While I have only heard and read about it happening in the United States of America and parts of Central America.

The thief was probably a minor. Gangs over there deliberately use minors because Brazilian laws are extremely lenient on criminals under 18.
If children think there's no consequence, this is the proof to the contrary; cops and paramedics would rather see them dead for all the damage they do it seems.
