It's hard to say one way or another WHY people are poor, and I'm not sure it is a problem that can ever be completly overcome. Britan and the US are among the richest countries in the world, and we still deal with poverty.
Do what you can where you're at. That's the only solution I think there is.

Personally I don't agree with charity at all, I feel it is the governments (thus the collective will of the people) responsibility to deal with all social welfare issues.
Though saying that I do donate to charity, if I agree with it, as a short term solution, and I would give cash to beggars. I really don't care what they spend it on - I'd prefer it if they bought food or something, but if the guy wants to put it in his arm its up to him. I feel I have no right to judge how that person can eek any pleasure from his obviously brutal condition.
