Bush was a raging alcoholic and it ate up most of his cognitive abilities, according to some. I think they are on to something:

that video doesn't suggest any causes for the diagnosis of presenile dementia.

if we're going to speculate, i'd think a cocaine habit would do more long term cognitive damage than alcohol... but i'm not a doctor, i just play one on tv.

Well, dementia can be caused by both alcohol and drug abuse. I would say it was more the alcohol than anything else, but he definitely is exhibiting the symptoms of dementia.
